Do you know for sure if it's not heating up or it's just not reading that it's warmed up?

My guess would be to check the instrumentation, gauges, etc.

i know the gauge works cuz after i drive for a while if i get stuck in traffic the gauge will go up to normal runing temp. and the heat that come out is really warm. but once i get going again the gauge gose right back down to cold and the heat gose with it.

Well to be honest I would say it was your thermostat, but if you changed that then idk. My DC had the same problem, I did some mickey mouse bull though. I cut a piece of ply wood, big enough to cover the lower grill and thin enough to just slide in and out from the top, covered the side facing the rad with that tin duct tape stuff and zip tied it in. It worked awesome, my car actually had heat when it was super cold outside. Only downside is when it would get warmer I'd have to pull it out because I didn't want the car to actually over heat.

Both my integras I have had did the same thing in the cold with the gauge not moving, its nothing to worry about, as long as you have heat coming from the vents, your alright. If its only warm and not hot like it should be, check your coolant level, because if its low, you will not get as much heat as you should with it full of fluid.
