Just a carbon wing extension, or so they call it. Crowhouse originally made them and the used ones I have seen are selling for stupid $$. I think someone on honda-tech is making copies for a couple hundred dollars. Search for wing extension and you should see something.

crowhouse carbon fiber gourney flap. there's knock offs you can get on honda-tech for like 200 or so.
