Default Rim Lug Fitting

Just a quick question, if I get 14" steelies with the lug pattern of 4x100, would they fit my 95 teg. Or is there some more information I would need? Also the does the tire size (ie 195/65) only matter in reference to the RIM or is it the car.

Integras bolt pattern is 4x100 and that is just a tires size, you can use it on any rim size.

I also see some people reference "Offset" is that somehting i need to look at too?

offset is where the center of the rim is to where the rim bolts to the hub. Civics and integras off set is +40, which means it's 40 mm to the outside of the rim from the center of it.
