Ya oh gotta say a little bit more. From what I understand you wanna know if obd I is better well I know people convert there OBD II engines to OBD I for the fact of being easier to tweak with. I will be doing this to my car come spring.

Any engine can be wired to run either obd0/obd1 or obd2. So your question makes no sense.
Moreover, what do you mean by best? Best for what? Single cam d16z6 is best for budget on boost and high figures.
Ls is good for stock on boost, b20 is best for torque and street driving and type R is best for lapping. Now price of all engines varies and so does power.
Regarding converting an engine to run obd1 ecu, all you need is a 100$ conversion harness and appropriate ecu. If its going into obd1 car, you will need few more parts or conversion harnesses such as distributor or iacv depending on car/engine.
So why don't you explain what you want a little better, and we will give you a better answer.

The b16 and b17 (1st GSR engine). Both were nearly identical and had nearly the same output. The b17's are quite rare now a days. One isn't necessarily better than the other.
