My turbo stopped spooling and wont go past 0 psi unless im in high rpms?

It only starts spooling at around 5600 rpms

 

Waste gate issue or the vacuum line that goes to the waste gate.

 

Any smoke or unsual noises?

And yes, check vacuum lines that control the waste gate and the waste gate itself.

is it safe to drive the car like this untill fixed?

 

Depends what it is. Not rocket science. Soapy water helps find the leaks. Otherwise look for vacuum hoses that may have popped off.

A ticking noise i think from the blow-off valve ...
car is louder than usual sounds like i have a big muffler

 

^AH-HA! That being said, you probably have an exhaust leak somewhere around the manifold. Most of your exhaust will be going out there instead of spinning the turbo. That will give the contition that you're experiencing.

Start the car cold, move your hands all arounf the manifold and waste gate area and see if you can feel the exhaust blowing out anywhere. See if you can determine where the leak is.

I don't know why the bov would "click", that doesn't make sense. Sometimes exhaust leaks right at the manifold can give a clicking sound...

Again, see if you can find the leak. Could be a crack in the manifold or the gasket between the manifold and turbo or between the manifold and waste gate that has blown out...
