ignition wires - when there is more than 25ohm resistance or 4 years or so
plugs - take a look at them and see how the condition is. They only cost $25 after tax for all four so I do it about every 6 months or so.
pcv valve - if you shake it and it rattles, it's fine. If not, try cleaning it. If after cleaning it, it still doesn't rattle, replace it.
-cap and rotor - take the cap off and have a good look at it. It should have a clean contact surface, with a little bit of white powder. If there's any rust on the rotor or cap prongs replace them
fuel filter - like once every 80,000kms, it should be clean up to 200,000kms as long as you use clean fuel and fuel injetor cleaner every couple of months or so
air filter - when it's dirty. Take a good look at it, otherwise yearly
brake fluid - when your brakes get mushy, brake fade or every 2 years or 60,000kms. Whichever comes first
power steering fluid - who cares, just make sure there's fluid in the bottle

Did you just get the car?
if so then its probably a good idea to change a few of those items you listed above. Such as:
brake fluid (I usually do twice a year depending on how track days) Air filter twice a year unless you have an cai or short ram, in which case you should clean the filter 2x a year,
power steering fluid if you just took possession of the car (take a look at it and see how dirty it is).
Cap and rotor is not necessary unless you feel like you should have more power, same thing with the spark plug wires.
If you can I would also check the spark plugs to see how much carbon build up you have on the ends. Not a bad idea to change those as well.
The fuel filter I would change if I just got the car as well.
Also, I Would look into changing the timing belt unless you know it was changed within the last 20K, even then I might still do it. Is the car manual or Auto?, either way I would also change the tranny fluid.
