well there is only 2 locations for the service connectors on civics, either under the hood (like on 88-89 CRX's) or under the dashboard under the passenger side kick panel. They can sometimes be tucked up and away out of sight. They usually are incased in a big green shrouding, all you do is remove it from the green shrouding and jump the connector, its there, u just have to really look.

usually if the CEL stays on with the service connector jumped that means the ECU is fuct or the chip in it is bad.
Are you sure you've got the paper clip in the plug all the way and its making good contact?
If the ecu was fuct, it'd be stuck in limp mode, meaning, it won't rev past 4000rpms and its slow as hell, or it wouldn't start the car at all.

yeh the paper clip is in , but honestly i think the jumper is not connected , cause the whole cars been rewired, so iuno its a p28 with crome and 2step revlimiter , everythin works pulls hard just wont hit vtec and wont rev past 7k rpms , and the car starts, 2step works, so im not sure bro
