Default brake pedal mushhy

i changed my pads and rotors today i picked up a set of kvr cross drilled rotors. one little problem when i step on the brake pedal its mushy, it goes down a bit more then it usualy would but when u really step on it the car comes to a complete stop. any ideas why the pedal is mushy? the reservoir tank is topped up with brake fluid.
