if u dont hear any noise then most likely the motor is dead...if u hear clicking then the teeth came lose from the motor...
there just mite be too much junk or rust build up on ur antenna...
try sprayin them with wd40 and lettin it soak in before u attemp to push it down manually...

you can replace the antenna mast. do a search in ebay under "integra antenna mast". they run about $20ish and come with instructions.

on my DA the antenna would just make some clicking noise trying to move the antenna but it never went down. one day i washed my car and then i just forced the antenna down with my hands and turned on the radio then it worked from now on lol thats how i fixed mine.

http://www.locustom.com/antennas.htm

that is where i got my '350Z' antenna or Mazda, VW style whatever... they had a cheapie one that i got like a replica it was like 20bucks US but I guess they don't sell those anymore, anyways it's awesome.. you loose reception a bit but you can get a booster from radio shack to add to it and wire it in. I don't use my radio hardly ever so I don't really notice.

You can also find antennas like that on ebay.
