Belt Whine, Engine Idle All Over The place

well instead of asking here, i suggest you bring it back to the shop, and ask them wtf they did to your car.

Your idle being all over the place it may be a possibility that the IAT sensor wire may be damaged from your timing belt. I know on my civic the wire sits fairly close the timing belt cable and if its not put back in place after timing belt change it will hang real close the timing belt which may damage it. Best thing still, is to take it back to the shop who did it. A broken or damaged timing belt could cause serious damage to your engine.

And the whinning noise can be caused by the over thightening of the timing belt.
