I rice car or ricer is someone who puts on ridiculous car parts such as huge after market spoilers euro/clear lights big body kits and huge wheels or tacky colous. You can also be considered a ricer if you street race or act stupid behind the wheel. So basically in a nutshell someone who thinks they can race but can't lol.
